Dr. Vida Tarassoly, the President of Rubicon, holds a Ph.D. in structural engineering from the University of Southern California. She is a licensed civil/structural engineer and a licensed California contractor (A, B, Haz). She is an attorney and a member of the California Bar. With her unique authority as an attorney and a structural engineer/contractor, Dr. Tarassoly provides legally defensible expert opinions in cases involving design defects, construction defects, budget overruns, and schedule delays. She is a certified mediator and a Caltrans-approved dispute resolution advisor for mitigating disputes in large-scale construction projects.
Dr. Mohsen Mehran, the director of Rubicon’s environmental engineering division, holds a Ph.D. in civil engineering from the University of California, Davis. He is a member of the National Academy of Sciences Committee on Future Options For Management In The Nation’s Subsurface Remediation Effort. He has published more than 60 technical papers. Since 1980, Dr. Mehran has been providing legal support and expert witness testimony for cases related to causes of contamination, identification of multiple sources of contamination, and cost recovery/allocation involving:
- Compliance with environmental groundwater and air quality regulations;
- Off-site migration of contaminants;
- Development of models to allocate cost amongst multiple PRPs;
- Justification for the type and extent of remediation imposed by the regulatory agencies and,
- Relative responsibilities of owners and tenants to comply with environmental regulations.
